Special Board Meeting Minutes

The meeting was called to order by Irene Anderson, Chairperson, at 9:00 a.m.  Those present were Dennis Brown, Secretary-Treasurer; Chan Bailey, Commissioner; Chris Johnson, Commissioner; Rick Koller, Commissioner; Susan McGeorge, Tom Davis and District Counsel, Steve Stocker.

Old Business

General Manager Position Compensation Discussion - Susan McGeorge reminded the Board that this is a Special Board Meeting that was advertised as required and only the Old Business item noted on the Agenda can be discussed.  The Board determined this Agenda item was one that needed to be discussed in Executive Session because it related to a candidate's qualifications.  At 9:03 a.m. Irene Anderson announced that the Board of Commissioners would convene to Executive Session to meet with counsel to discuss the General Manager candidate qualifications relative to his counter-offer for the General Manager position and public employment with the District pursuant to RCW 42.30.110(1)(g).  The Executive Session will conclude at approximately 9:45 a.m.

Executive Session

Irene Anderson announced the Board was coming out of Executive Session at 9:38 a.m. after discussing the qualifications of the General Manager position candidate, Tim Murrell, as they related to a possible counter-offer from the Board and his public employment with the District.  The regular meeting reconvened at 9:39 a.m.

Dennis Brown made a motion for Steve Stocker to send Tim Murrell a counter-offer from the Board of Commissioners offering him $5,000.00 more in annual salary with Board evaluations every 6 months for two years that may result in a pay raise, $5,000.00 for moving expenses and no severance package.  The Board of Commissioners also indicated they would like Steve Stocker to have Mr. Murrell direct any further questions or comments on the offer to him.  The motion was seconded by Chan Bailey and was approved unanimously.

With no further business, the meeting was adjourned at 9:40 a.m. by Irene Anderson.
