Whitworth Water District No. 2 is preparing Master Plan Amendment #2 to update its plans for providing reliable drinking water service. The District invites customers and interested community members to learn about the proposed Amendment and provide comments at a public meeting on November 5, 2026.
Project Need:
The District periodically reviews its water system needs and planned improvements to support dependable service for existing and future customers. This Amendment reviews options to replace aging critical facilities and is necessary for the District to be eligible for funding and to implement the selected improvements.
Project Description:
Amendment No. 2 updates Chapter 8 of the 2018 Comprehensive Water System Plan (2018 WSP). The District is preparing this targeted amendment to add high-priority projects to the 10-year Capital Improvement Program (CIP) and support near-term funding applications before the next comprehensive WSP update. The following priority projects are described herein:
- Zone 2 – Replacement of Reservoir 2, improvements along Wall Street, and transmission improvements along either Graves Road or Hawthorne Road.
- Zone 3 – Replacement of Reservoir 3.
- Zone 8 – Replacement of the Midway Reservoir and reconstruction of the Midway Booster Station, both at the existing MacDonald Reservoir site.
This Amendment incorporates the capital projects described above. All other portions of the 2018 WSP and Amendment No. 1 remain in effect. This Amendment includes the District’s updated 10-year CIP to reflect current priorities, planning-level costs, and anticipated implementation timing.
The Amendment establishes the planning framework for these improvements. Individual projects will proceed through applicable design, permitting, funding, and construction steps.
Expected Outcomes:
Implementation of improvements described within the Amendment will improve system reliability and operating efficiency.
